Success of the IV WORKSHOP_EU Strategy for the Danube Region PA8

The last quarter of this year was marked by series of very important cluster events, such as the 7th Balkan & Black Sea Cluster Conference Days of Cluster 2016 in Ohrid, the 4th Cluster Matchmaking Conference in Warszawa, the 5th Romanian Cluster Conference in Galati, the 19th Global TCI Conference in Eindhoven and European Cluster Conference in Brussels.

At least but not last in this wonderful cluster’s year, the 4th WORKSHOP OF PRIORITY AREA 8 "CLUSTER NETWORKING AND DEVELOPMENT PROSPECTS IN THE DANUBE REGION" was held in Vukovar, Croatia from 12-13 December 2016.

The workshop gathered over 60 cluster actors: cluster managers, experts for cluster-based socio-economic development, policy makers and academicians from Belgium, Germany, Hungary, Slovenia, Romania, Serbia, BiH and Croatia, successfully presenting importance of clusters developing, mapping, as well as importance of clusters promotion as one of most modern tools for competitiveness, quality, standards, new working places etc.

The overall workshop on “Cluster networking and development prospects in the Danube Region” had been moderated by Ms. Zdenka Mesić, Senior Advisor of the Ministry of Economy, Entrepreneurship and Crafts of the Republic of Croatia and opened by Mr. Božo Galić, County Perfect of the Vukovar-Srijem County, Mr. Ivan Penava, Mayor of the City of Vukovar and Ms. Nataša Mikuš Žigman, State Secretary of the Ministry of Economy, Entrepreneurship and Crafts of the Republic of Croatia.

Dr. Gerd Meier Zu Kocker, Head of Clusteragentur Baden-Wurttemberg Germany introduced the workshop participants how region can really use clusters specifying the Danish good cluster policy and practices. The cluster is strong as a region is strong. The systematic approach in cluster development is a precondition for the smart cluster management and the cluster excellence.

The Danube Region consists of 14 countries: Austria, BiH, Bulgaria, Montenegro, Czech Republic, Croatia, Hungary, Moldova, Germany (Baden-Wurttemberg, Bavaria), Romania, Slovakia, Slovenia, Serbia and Ukraine.  The systematic approach in cluster development is running only in the EU member countries. The lack of systematic cluster development approach should be improved through cross-clusters collaboration in the Danube region and the clusters internationalization in the global market.

The Serbian Cluster Community had an advantage to learn about clusters from the best cluster policies and practises thanks to support from the Danish LEDIB Programme 2007-2012.

The topic “LEDIB CLUSTER HOUSE MODEL for cluster-based socio-economic development in the Balkan and Black Sea Region” had been presented by Dr. Danka Milojkovic, Director of the Cluster House and Member of the Global TCI Network Board of Directors responsible for the SEE.

The Cluster House cluster-based cross-boarder cooperation programme strategy is focused on improvement of the capacity, through meetings, surveys, joint web site, and promotion and business trips, of the cluster members and other stakeholders to further develop the cluster approach and practices at CBC level.

The cluster-based CBC programme aims at the public-private dialogue development as a pre-condition for sustainable economic development in the region.

Information and publicity events for popularization of clusters in the beneficiary countries are tools for export trade collaboration improvement between both countries, involvement of new members in the existing clusters and promotion of the clusters networks created by the programme to the markets of other EU regions/countries.

Ms. Mateja Dermastia shared Slovenian experience in the cluster in bioeconomy.

Ms. Carmen Pauna, from Romanian Institute for economic prognosis, introduced the audience about the Romanian clusters. In Romania there are 88 cluster initiatives recorded by the Ministry of Economy. There are 27 winners of the structural funds cluster financing programmes. There are 28 ESCA Bronze Labelled Clusters and 8 ESCA Silver Labelled Clusters. Romanian Association of Clusters ClusteRo has 33 members. Since the cluster organizations for accessing to EU funds have to be registered in PADOR and has the ESCA certification, the Romanian cluster accreditation system based on ESCA is one of excellent examples for strategical approach of the cluster-based economic development and growth in country and boosting internationalization of the clusters cooperation.

Mr. Blasko Sandor from Brussel presented the Daube Strategy Point contributing to the new role of clusters in the regional development.

Ms. Martina Krizmanovic presented the cluster success story of the North-West Croatia Regional Energy Agency REGEA from Croatia:

Mr. Ivan Ambroš from Vukovar-Srijem Development Agency HRAST Croatia presented his organisation as a cluster management organization with the aim to develop and coordinate cluster-based value-chain in the wood processing industry in the Vukovar-Srijem County. He mentioned the significant of the large company SPAČVA and its role in the development of the Wood Processing Cluster SLAVONSKI HRAST.

Mrs. Tatjana Kalezić, Vojvodina Creative Industry Cluster from Novi Sad and Founder Institute Belgrade, was talking about different tools – competitions in the field of entrepreneurship and start-up businesses, which are developed within the cluster organization based on the market needs and international cooperation: Serbia Start up, Creative Business Cup, Agro Start up Cup, etc.

Prof. Dr. Mirjana Stojanović, Independent University Banja Luka, Republic of Srpska, BiH, announced the intention of a few important supporting institutions and stakeholders in the BiH that they are ready to support a proposal to be a host-country of the 8th Balkan & Black Sea Conference DAYS OF CLUSTERS 2017 in Banja Luka. More information about the Days of Clusters, the leading cluster event in the SE Europe, is available on the link: http://daniklastera.clusterhouse.rs/. The overall opinion is that the conference will contribute to cluster-based socio-economic development in BiH with the aim to support existing cluster initiatives, encourage new cluster organizations in the field of tourism and wood processing industry which will help in poverty reduction through more efficient self-employment and employment, transfer of know-how, investment promotion and cluster-based SMEs internationalization.

Ms. Ivana Mezak, Agency for Investments and Competitiveness Croatia was a moderate of the workshop session “Building new industry through clusters” and Mr. Željko Erkapić, Agricultural Equipment Cluster Croatia was a moderator of the workshop session “Towards sustainable cluster Business models and Role of Policy”.

Among the speakers there were: Mr. Zdravko Vojvodić from Wood Cluster HERCEGOVINA; BiH; Mr. Zoretić Tomislav from Ministry of Economy, Entrepreneurship and Crafts Croatia; Mr. Peter Keller from Ministry for National Economy Hungary; Mr. Zvonimir Novak from EUVITA Cluster Croatia; Mr. Hans-Peter Herdlitschka from Ministry of Economy of Baden Wurttenberg; Ms. Ivana Jurić from Regional Development Agency of Slavonia & Baranja Croatia and Ms. Ines Katić Križmanić from Cluster KLG Group.
